OUR EDERAL BUILDING PROVISION IN THE CIVIL BILL AECTING IT tUTROPBUTIOXS OIL II ARBOR IJI BILL OR THE RELIE OR BENTS MeLYCIKE Mcardre to Prevent Collisions at Sea Considered "Washington January 15 (Special) The great sundry civil appropriation bill which was reported to the house this afternoon carries a number of provisions of particu lar interest to Michigan The bill provides for proceeding with the construction of the public building at Detroit by contract in the discretion of the secretary of the treas ury It appropriates for improving Hay Lake channel St Mary's river $150000 for completing the Improvements of St river at the falls $4S3SG5 for improving the channel connecting the waters of the great lakes between Chicago Duluth and Buffa lo $550000 for Mendota Light station $7500 Portage Lake ship canal pier head fog sig nal $5500 North Manitou light and fog sig nal station $20000 Porte Des Morts range lights and fog signal station $210)0 South ox island fog signal $5500 new revenue cutter on the great lakes $100000 North ville fish station expenses $49S0 There was originally Included in the bill a provision that the secretary of the interior be autho rized to transfer to the control of the sec retary of the interior all those portions of the island of Mackinac in the straits of Mackinac within the state of Michigan that were dedicated and set apart as a na tional park by congress In ls75 But at the last moment the committee eliminated this item The bill also contains the provision inserted by direction of the house trans ferring the prison at ort Leavenworth from the control of the war department to the department of justice The hodse committee on merchant mar ine and fisheries to day considered the ithian treasury bill to prevent collisions at sea Commissioner of Navigation Cham berlin and Mr Keep secretary the Lake Association were pres ent Mr Chamberlin explained the objects of the bill saying that it would preserve some of the existing local regulations which unless the bill passes will be su perseded on March 1 by the international regulations Mr Keep did not object to the bill as a Whole but said it ought to be more clearly worded so that there would be no doubt about its applying to lake ves sels The term "Vessels other than sea going Is regarded a indefinite Mr Cham berlin said he would not personally object to this amendment but would like to con sult Secretary Carlisle Mr Keep also ob jected to the ninth section which author izes the board of supervising inspectors to adopt regulations not inconsistent with the international agreement He explained that the lake interests wanted a bill providing for a system of fog signals passed and that system would not be the same as the in ternational rules After some informal dis cussion it was decided to postpone further consideration of the ithian bill until ri day and to take up the matter of fog sig nals which will be provided for in a bill to be introduced by Congressman White of Cleveland next Tuesday Supervising Inspector Galwey of Detroit arrived In the city this evening and will remain several His nomina tion Is pending before the senate committee on commerce but there is no doubt that it will soon be favorably reported Mr Gal wey is not here however in connection with his nomination but to attend the meeting of the board of supervising inspec tors which begins at the treasury depart ment to morrow Private Oliver Hogan Company Nineteenth Infantry now at ort is ordered transferred to Company ourth Infantry and will be sent to the station of that company ort Sherman The entire cost (transportation and sub sistence) attending this transfer will be charged against the soldier on the next muster and pay roll of the company Angus razer of Allegan was reinstated to day on the pension rolls at $3 per month to date from March 26 1894 when he was dropped Congressman Thomas interested himself actively in securing this action Representative Whiting this morning called up in the house the bill for the relief of Denis McIntyre postmaster at Mackinac island and secured its pa st ar This bill directs the auditor of the pcstofBce department in making a settlement with Denis Mc Intyre postmaster at Mackinac island Mackinac Co Mich to allow him a credit of $1991 S2 for postage stamps and postal funds and of $53 14 for mcney order funds stolen from his oSce on the night of September 17 1893 through no fault of McIntyre Representative Linton has prepared an extensive report for the committee on ventilation and acous tics in favor of substituting electric light for gas light now used in the hall of the' house at repre sentatives Mr Linton is taking keen 'werest in the work of this committee this congress He is in Skins taken at that time bring only about one third the price of pelts taken during the rest of the year It is estimated that if the animals are killed only during the ten months when the fur is good it would make a difference of from $150000 to $209000 in the value of furs taken in Aiichigan eact) year There was some discussion in the senate over a proposition to take out of the hands of the judiciary committee headed by Sen ator Clapp the bill of Senator Smaliey pro viding tor taxation of cvhurches Smalley moed that this be done and the members of the judiciary committee objected It was 15 (Spe cial) Negotiations have been concluded for the purchase of the gas plant and fran chises in this city by the syndicate which controls the Laclede Gas Light Co of St Louis the Milwaukee Gas Light Co the Columbus Gas Light Co and the East River Gas Co of New York The president of the new company will be Air AIcAIillen president of the Columbus Street Railway Co The price paid is $1200000 just double the original capitalization The plant is now paying 10 per cent dividends The transfer is delayed for a few days as the Gilbert estate which owns most of the stock is in Probate Court and the judge's sanction must be obtained That however is only a formality In the senate thia af ternoon Senator AIc Laughlin made a fieculiar play and one that may retard Detroit's legislation The judiciary committee reported favorably a bill making the clerkship of the Grand Rapids Court elective instead of appointive as at present and a request was made that this bill with the one trans ferring $10000 from the contingent to the poor fund of Grand Rapids be given Im mediate action Senator AleLaughlin then spoke against suspending the rules tor im mediate action with the result that the two bills were placed on the general order Senator Barnard of Grand Rapids support ing McLaughlin But the Grand Rapids men that wanted quick action carried their point just the same They put through a motion to go into committee of the whole and had the bill as well as that relating to Bay poor fund The bad results to Detroit came quickly When the bill taking from the council the rlghtto confirm lighting commission con tracts came up Instead of being immediate ly acted upon it was referred to the senate committee on cities and villages It was expected that immediately after the senate adjourned the committee would meet and act on the lighting bill President yfe and Secretary Conant ot the Detroit light ing commission were on hand to explain the need of immediate action to the com mittee but Chairman AleLaughlin and the other members of the committee disap peared "mysteriously leaving Messrs yfe and Conant to amuse themselves by ad miring the senate chamber and wondering wnen tney would go Home nowever committee finally appeared and it was elded unanimously to report the bill vorably to merrow morning Senator Thompson to day introduced health board bill It is practically as elded upon at the Cadillac Hotel meeting of physicians a few days ago four mem bers of the board to be appointed by the governor three to be physicians health officer to be appointed by the board and to erceive no more than $5000 a year hold office at the pleasure of the board and to appoint all his own assistants all expenses to be charged to the city The bill was re ferred to the senate committee on cities and villages at the head of which is Sen ator AleLaughlin whom Alayor Pingree tried to down To night there is some talk of adjourn ing the Upper Peninsula trip for two weeks ILS? the death of his father The other ninety eight mem bers all voted for McAIillan Representative erguson of Wayne has almost completed the preparation of his bill licensing the sellers of cigarettes the bill now stands wholesale dealers in cigarettes or cigarette wrappers are to pay a county license of $200 retail dealers are to pay $100 annually It is provided that any person selling cigarettes without license may be fined not more than $500 or less than $100 Cigarettes must not be sold to persons under 16 years of age and it is made a misdemeanor to seil or give away a cigarette containing of Detroit was tried on account of the $15 000 shortage in his office it was found that the law provided that there was no crime in such a case if the accused had expressed the intention of returning the money Mat bill would make the misappropria tion of Wayne county funds a felony amounting to embezzlement The bill how ever would cover no city offices only that of the county treasurer The Tuite case might be repeated even if the bill was passed Cowells It is understood that Represen tative Covell made his objection because his friend Land Commissioner rench who is also a member of the state board of auditors wanted to have his son appointed The first action that looked like actual work on the part of the legislature was originated by Mr isk of Wayne As chairman of the house committee on city corporations he reported the bill taking from the council of Detroit the right to act on the contracts of the lighting com mission Air committee reported the bill favorably and asked its immediate passage Air isk made quite a speech in favor of the bill He related how the legislature two years ago passed a law to permit De troit to run her own lighting plant how the aidermen held up all contracts continued the speaker some means of which we know nothing but which we may imagine all contracts were almost unanL mously confirmed except this dynamo con tract That was held up also for a reason which we may imagine The city of Detroit is paying $2000 a month interest on the $600000 which it cost to build its lighting plant and the bill is Intended to release the commission and give the of this $2000 per month dynamo contract is held lighting plant is or some time past the letter boxes in the northern part of the city nave been robbed by two men who carried a key though they did not wear the regulation carriers uni form The police were notified to watch the boxes and arrest every person seen to open them who did not have a uniform Since that time a number of sub carriers have been arrested and taken to the various stations and held until they were able to prove their Identity As yet the guiltv parties have not been caught Senator Jones of Hillsdale gave notice of the first general appropriation bill It provides for the relief of old soldiers out side of homes by providing pay ment into and out of county treasuries ot sums for such relief instead of having the business done through township funds as at present The bill also provides for the appointment of members of the sol home board for one two and three years Instead of for three years each as now The bill provides for an appropria tion of $S80vu for each of the years of 1895 and 1S96 for homes Another bill by Senator Jones will provide for a township sealer of weights and measures to be elected for a
